Updated documentation requirements for Australia local number registration

In accordance with updated compliance rules imposed by the Australian Communications and Media Authority (ACMA), customers purchasing or using Australia local numbers must now submit additional verification documents.

These requirements are mandatory for both business and individual applicants to ensure regulatory compliance and prevent misuse of telecommunications services. For background on why these changes are happening, see our earlier Scam Prevention Framework notice.

1. Business customers

If you are registering as a business entity, the following documents and details are required.

Business identity documents

  • Registered business name as per the official registry
  • Business registration number as shown on your commercial registry document
  • Copy of corporate registry extract or equivalent official business registration proof

Australian address proof

A valid Australian street address (PO Box addresses are not accepted), supported by one of the following documents:

  • Utility bill
  • Tax notice
  • Lease or rent agreement
  • Commercial registry document
  • Property title deed

Business presence verification

  • A public-facing website, or
  • A verified social media business profile

Authorised representative information

  • Full name of the authorised representative
  • Government-issued ID or passport
  • Valid contact email address

Authorisation requirement

  • If the authorised representative is listed in the corporate registry (for example, as a Director or Officer), no additional authorisation is required.
  • If they are not listed, a Letter of Authorisation (LOA) must be provided, signed by an authorised Director or Officer listed in the registry extract.

Registration type declaration

Specify whether you are registering as:

  • Direct customer, or
  • Independent Software Vendor (ISV)

If ISV, indicate whether you will assign numbers to end customers (Yes / No).

2. Individual customers

If you are registering as an individual user, the following documents are required.

Identity verification

  • Full legal name
  • Australian government-issued ID or passport
  • ID document number as shown on the official ID

Address verification

A valid Australian residential street address (PO Box not accepted), supported by one of:

  • Utility bill
  • Tax notice
  • Rental agreement or rent receipt
  • Government-issued ID showing the address
  • Property title deed

Additional requirements

  • A public-facing website or verified social media profile
  • A clear description of intended use case for the phone number
  • A valid email address

  • All submitted documents must be valid, clear, and up to date.
  • Incomplete or inconsistent submissions may result in delays or rejection.
  • Additional verification may be requested as part of regulatory compliance checks.
  • These requirements are mandatory under Australian telecommunications regulations for number activation and usage.
